Subcontracts Program Manager
Job description
The lead between Program Management, Subcontracts, Contracts and Engineering to ensure essential subcontractors deliver all necessary Contractual requirements inclusive of cost, schedule and performance. Develop subcontracting strategies aligned with the overall program plan and FAR/DFAR. Manage Subcontract baselines in the proposal phase to ensure scope, budget, capacity, risk management, delivery and payment terms are in alignment with policies and program needs. Evaluate Sources for selection and monitor their performance for delivery and quality. Execution Management of all awarded Subcontracts.

Job responsibilities
- Supports and monitors technical performance baselines while comparing key subcontract technical performance measures, assesses execution status, and takes appropriate action to maintain conformance with the baseline
- Communicates, monitors, and promptly resolves issues across all functional elements within the program, including the supplier

- Effectively plans, defines, establishes, communicates, monitors, and controls subcontractor scope to ensure that all of the work required and only the work required, is performed.
- Subcontractor performance tracking (SRR, PDR, CDR, TRR, FAI) for delivery and quality KPIs
- Monitors cost performance vs budget and EACs to ensure financials remain on target
- Lead on-site Subcontractor Program Reviews
- Adhere to subcontract scope, and manage change through control board activities
Job requirements
- Bachelor’s Degree and 10 years’ experience supporting U.S. Government contracts and customers and/or program management, supply chain management, proposals or procurement.
- 5 years of experience managing program schedule, cost and technical requirements as either program lead, integrated program team or cost account manager
- 5 years’ experience leading teams/and or organizations to achieve a common goal as a results driven leader
- 5 years of experience with Global Supply Chain (GSC), Supplier management and supplier quality with the ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner…
- 5 years of experience with the ability to manage program financials: Customer funding, Budget, EACs and cost analysis
- Experience with capture execution (Compliant Source Selection, Negotiations, Proposals)
